Wondering what 'debt ceiling' is? [Part 3]

Taking a small break from the "Debt Ceiling" topic to a similar topic around other forms of currency that are floating up in recent times. Came across this TED talk that is pretty interesting. If forms of branded currency like the one in the talk below become really popular - they could pretty much disrupt and change a lot of stuff.
